Stuart is an open-source innovator, with over 25 years working with open-source networks such as the OFE and EU Policy groups, contributing to technical and policy discussions and everything in between. He has also been a member of the Perl community for 25 years and has been president of the Perl Foundation since 2018. Working out the right questions to ask, alongside ability to deliver, he Founded the OpusVL in 1999 with the purpose of solving critical challenges with free and open-source software. He recognised the need for open source across public sector and healthcare, where it enabled him to deliver successful innovative transformation projects to the NHS without compromise. After many years of implementing professional open-source projects, he identified the need for the custodian, whereby he connected with Apperta to support its development.
